“Observer” and “scrutinizer” are English language words which have different meanings and usages. “Observer” and “scrutinizer” are two different software terms also. There are some magazines and newspaper which are called Observer or The Observer.
Observer
In the English language, “observer” means:
Someone who observes, for example, an observer of customs and cultures.
A group or delegate sent for the sole purpose of observing and reporting on the proceedings of a meeting or assembly without any kind of participation.
In case of military forces, “observer” refers to a crew member who makes an observation from a military aircraft.
Armed forces personnel who report and watch from an observation post.
Newspapers and Magazines
There are many magazines and newspapers across the world which are named Observer or The Observer. For instance, Observer is one of the online versions of the Manhattan-based weekly paper. There are papers having names as The Dallas Observer, The New York Observer, etc.

“Observer” is a software design pattern. It is a subset of the subscribe/publish pattern. This program is used primarily for implementing and distributing event-handling systems. “Observer” pattern has a subject which maintains lists of observers. Observers are the dependents who are notified automatically in case of any change in the state. Thus, it is a pattern where an observer, the object watches a subject and the object and subject have a publish/subscribe relationship.
This pattern is used for mailing lists. Whenever there is an event happening, a message is sent to its entire subscriber list. Observer pattern is also used when a change in one object happens, and the other object needs to be changed accordingly. Finally, it is used in the case of notifying other objects irrespective of who the objects are.
Scrutinizer
In the English language, “scrutinizer” means:
Someone who examines and inspects critically or with great care.
Software program
Scrutinizer is a network traffic monitoring solution for the IT professionals. It is a tool which helps in monitoring the network traffic using sFlow and NetFlow. This software helps in diagnosing the traffic congestion by showing which of the hosts is using the bandwidth the most. They also diagnose which applications are being used by the hosts.
